People for Oregon Libraries Political Action Committee Bylaws
Whereas People for Oregon Libraries (hereinafter referred to as the Library PAC) has been established and filed with the Secretary of State according to legal requirements of the State, the by-laws set forth below shall govern the operation of the Library PAC.
Section 1. Purposes.
The purposes of the Library PAC shall be: (a) to contribute to campaigns of candidates for the Oregon State Legislature who are supportive of libraries and library interests and who are receptive to information about library issues; (b) to support local library issues;
and (c) to support or oppose statewide ballot measures with potential impact on libraries.
Section 2. Board of Directors.
The powers of the Library PAC shall be vested in and exercised by a Board of Directors.
Board Membership. The current president, the immediate past president, the president-elect and the legislative chair of the Oregon Library Association shall serve on the Board. If any of these individuals is unable to serve, the Board of Directors may designate an alternate. The lobbyists for OLA shall be ex-officio, non-voting members of the Board.
Board Endorsements. The Board shall vote, either by email, telephone polling or at any meeting of the Board, to determine contributions to be made from the Library PAC. A majority of the Board, or of those Board positions currently filled, must approve any action.
Officers of the Board. The Board shall elect a Chair and a Treasurer.
Section 3. Amendments.
Any part of these by-laws may be amended or repealed at any meeting of the members or the Board of Directors by a majority vote of those present.
Section 4. Dissolution of the PAC.
A majority vote of the Board is required to dissolve the PAC. In the event of dissolution, and after all bills have been paid, all remaining assets of the PAC shall be contributed to a library foundation or related organization as selected by the Board.
